Mechani-Kon will be running a one day Warhammer 40,000 tournament.

Fundamental Rules
All players have the right to enjoy themselves and should conduct themselves in a manner that allows their respective opponents and other players to enjoy themselves.
All players have the right to be treated with respect from both players and the judges.
All players are too respect other players property specifically there armies and equipment.
Acceptable model policy
- Only armies built entirely using Games-workshop, Marauder, Fanatic, Forgeworld and scratch built models will be accepted
- All armies are expected to be presented as WYSIWYG (What you see is what you get) ie each model must have built-in and points purchased equipment represented on the model.
All armies presented at the tournament must be complete and painted.
ALL ARMIES PRESENTED AT THE TOURNAMENT MUST BE COMPLETE AND FULLY PAINTED. PLAYERS THAT ARRIVE AT THE TOURNAMENT WITH INCOMPLETE ARMIES WILL NOT BE ALLOWED TO PLAY.
- The expectation of the judges is a minimum of 3 colours per figure and a visible effort made to complete the army.
- The decision as to whether an army is acceptable for play rests 100% with the judges
- Any questions about the acceptability of a model or an army can be made with the judges prior to the tournament.
- Judges retain the right to enforce this rule for specific models or an entire army as required
- All players are being provided 6 months notice of the tournament with the creation of the site which is plenty of time to complete any army. (If I can paint a chaos army in 6 weeks, you can paint your army in 6 months)
Armies
All armies will have a maximum of 1500 points to spend and must comply to a single force organization chart.
Rules from the Planetstrike, Cityfight and Apocalypse supplements will not be allowed.
As per Games-Workshop's current tournament standards only codexes currently legal under 5th edition will be accepted.

*In order to allow time for rules to become familiar to the community and to allow time for the release of the pertaining FAQ's the Judges will be enforcing a cut-off date for new codex's and supplements of August 31st. Any rules released after said date will not be valid at the tournament. This rule does not apply to rules corrections or FAQ's released by games workshop after this date.
Special Characters
Special characters are permitted so long as appropriate models are used and fielding restrictions are met.
3rd Party Supplements
Any non-codex rulesets are referred to as 3rd party rules. These include but are not exclusive to Whitedwarf, Forgeworld and the Games Workshop homepage. Legality of rules from these sources will be decided upon on a case by case basis. Please contact the Judges prior to the tournament for approval. You may be required to provide an example of the rules and a picture of the accompanying model.
VDR
Models constructed using VDR or any custom design rules will not be permitted.
Scenarios
Each round will feature a unique scenario that will be played out by the players. The scenarios are meant to challenge each army and player and to prevent the monotony of always playing the same mission.
ie Killing your opponent before he kills you.
Each scenario will feature a Primary and Secondary objective for each player. Completing both objectives by the end of the game will count as a "Major Victory" for a player. Completing 1 objective of the 2 will count as a "Minor Victory". Completing neither objective will count as a loss.
Primary objectives are mutually exclusive so it will not be possible for both players to obtain a "Major Victory" in a single round.
Terrain Table Rules
Certain tables will feature additional rules representing hazardous terrain or other table affects. These rules will be provided by the tournament organizers at the tables in question.
Points System
The tournament winner will be determined by a points based system.
Each player will have a maximum of 180 points he can gain for the event divided as follows.
60 - Gameplay
60 - Sportsmanship
60 - Appearance
Gameplay
Each game is worth a maximum of 15 points to each player
Major Victory - 12 points - Both primary and secondary objectives have been completed
Minor Victory - 8 points - Only one objective has been completed
Loss - 4 points - No objectives were completed
Bonus points
Each round will have 3 potential bonus points and 3 potential negative points for each player based on the scenario.
Example
+1 point if you have destroyed your opponents General (The most expensive HQ choice)
-1 if your own General is destroyed
Sportsmanship
Sportsmanship will be scored by each of your opponents via the scoring sheet.
After each round is complete each player will have the opportunity to confidentially score his opponent.
Each round has a maximum of 15 points per player.
The scoring sheet has 2 columns, the left column is worth potentially 10 points and scores your opponent on sportsmanship. The right column is worth potentially 5 points an will score an opponents army.
Suggestions as to what each number of points is worth will be provided on the sheet.
The average for sportsmanship will be the middle row, only the best sportsman at the con should be receiving top scores.
Sportsmanship scores for individual rounds will not be released to players. Final scoring sheets will only reveal the total scores for army and sportsmanship. This is to enforce the confidentiality aspect of the sportsmanship scoring system.
Appearance
Appearance scores will be divided into 3 categories each worth 20 points.
Only one player will recieve top score in each category.
20 - Painting
- Players will be judged on the quality and technique of their painting
- Use of colour, cleanliness of brush strokes and detail work will be judged
- Use of advanced painting techniques (blending, shading, highlighting, etc) will be required for top scores
20 - Conversion work
- The judges have chosen the games-workshop definition of a conversion as any change from the standard figure. This includes changing bits, scratch built parts, putty work and the addition of forgeworld parts.
- Players will be rated on the amount and quality of there conversions.
- Conversions that appear seemless and realistic will be given higher scores.
- Extensive conversions on the majority of the army are required for top marks.
- Preference will be given to armies that use more scratched built and putty work over straight bitz swap and resin parts.
20 - Army Coherency
- Coherency will rate an army based on its appearance as a whole.
- Players will recieve points for faction/squad logos, banners, addition of non-playable figures/models, movement trays, army lists and coherent paint schemes
- Players will gain additional points for attempting to make there army appear as a unified whole
- Preference will be given to armies that more closely follow the established background.
- Players will be given bonus points for originality
Bi rounds
In the event of an uneven number of players the judges may opt to have a player play against a "ringer army" as played by a designated individual or to have a "bi-round"
In the event of a bi-round a player will recieve a score of a draw with no bonus points and a sportsmanship score of the calculated average of that round.
In the event that the player plays against the "ringer" army the player will play out the game and count the victory points as normal and recieve a sportsmanship score of the calculated average of that round.
Whether bi-rounds or a "ringer" army will be used will be determined by the judges the day of the con depending on availability of a "ringer player" and suitable army most likely one of the judges.
Armylists of the potential ringer armies will be posted on the site ahead of time.
Judge Calls
Players are encouraged to attempt to resolve rules disputes between themselves, although any player may request a judgement call for a rules dispute.
Judges will make a call to there best ability using the available FAQ's and the rules as written.
Should the answer not lie in the FAQ or rules, Games workshop encourages to make judgement calls based on how this situation would affect the armies based in established fluff and realism, the judges will make a call based on "The intention of the rule"
All Judge rulings are final.
Bleecher Bumbs
Guests and visitors to the tournament are welcome but all visitors are asked to refrain from interfering in games.
This is a competitive environment between 2 players and visitors may provide an unfair advantage to a player.
Please refrain from picking up models from a game in progress especially without a players permission.
Although visitors are encouraged to cheer on there friends please refrain from making rules calls, suggesting tactics, pointing out things a player missed or otherwise interfering with gameplay.
An opponent may request that a judge have a visitor removed if they feel they are interfering with a game.
The visitor may then be asked to leave at the judges discretion.
Photography
Photography and videos of the event are encouraged but as a curtosey the judges request that the photographer please ask permission before taking anyone's photograph.
Judges photos WILL be posted on the mechani-kon website and facebook. Players will be reminded of this on the day of the tournament, anyone who wishes to be excluded from having his/her picture posted online may say so and the judges will respect this individuals privacy.
Cheating
Cheating, as can be expected, is highly discouraged.
Players are to use there own discretion in reporting any cheating to the judges.
Players who are caught cheating will first be given a verble warning.
Players who are caught cheating repeatedly will be at the mercy of the judges.
The judges reserve the right to deduct points from a players total or to eject them from the tournament and all subsequent events should they decide it is appropriate.
Chipmunking
Chipmunking is defined as a player intentionally lowering or giving minimal scores for sportsmanship to his oponents in order to artificially increase his own standings in the tournament.
If a player is suspected of this behaviour he will first be questioned by the judges.
This behaviour is entirely unfair to players and will be considered cheating by the judges.
However this rule should not deter a player from giving a low sportsmanship score to an opponent who deserves it.
The judges are familiar with the majority players in a tournament and can tell when they are recieving scores they do not deserve.
